Buying a used car in Finland and registering it in Spain

Secure Finnish original documents and a lawful transfer route before buying a used car for registration in Spain.

Before paying, match VIN and originals, distinguish owner and keeper, and confirm authority to sell, the regime and lawful departure. Require parts I and II and written evidence of transfer, insurance and recognition; if it is missing, choose professional vehicle transport or do not buy.

The guide is for a private individual already resident in Spain buying a used passenger car of category M1, registered in Finland, for personal use in mainland Spain or the Balearic Islands. It excludes moving or changing residence, business use, historic vehicles and materially modified cars. Åland, the Canary Islands, Ceuta and Melilla require their own branches.

What to settle with the seller before paying

Compare the VIN on the car, certificate, contract or invoice, history and CoC. Search Traficom by registration number or VIN: technical, inspection and tax data may be free; owner, keeper and history information may require payment and be restricted. An absence does not prove an event never occurred. FI-OFF-01, FI-OFF-11

Verify identity, co-owners, consents, authorisation and, where relevant, finance-company approval. Sign two identical contracts with date, VIN, price, handover and documents, or keep an invoice identifying the dealer and tax regime. Being the keeper does not guarantee ownership, unrestricted sale or freedom from encumbrances. FI-OFF-04, ES05, ES12

For registration abroad, require originals of parts I and II, requested by the current owner. Without My e-Services, the authorised person uses a station offering registration services; do not accept only part I or a later promise, and remember that approximate delivery within one week is not guaranteed. The seller notifies the transfer after selling. Without the buyer's Finnish identifier, confirm the in-person route there and do not use an unknown-party notification. Only if the station confirms that the ownership-change branch applies to this foreign buyer must notification be processed within seven days of purchase; this does not authorise driving. History, katsastus and physical inspection

Cross-check accessible ownership information, inspections, taxes, use, deregistrations and mileage against invoices and maintenance. The service shows EUR 9.70 per document as at 9 September 2026; this does not buy a complete history or cover export. A gap does not rule out an accident, repair, debt, encumbrance or tampering. FI-OFF-01, FI-OFF-11

Review the date, certificate, defects and prohibitions from katsastus, but commission a current physical inspection: it is a statutory condition check limited to that time, not a complete pre-purchase inspection or a guarantee that those defects are absent. It does not decide Spanish ITV or type approval either. Record inaccessible areas and stop payment if discrepancies arise. Finland does not appear in the supplied public Spanish CarAudit list; ask whether the car and location are accepted and whether a battery check is relevant. Deregistration, permit, export registration and route

Agree who will prove export through a copy of the foreign registration or customs evidence of departure. Deregistration stops the previous tax and liability insurance; it does not create buyer coverage, plates or permission to drive. FI-OFF-04, FI-OFF-07

Do not confuse the transfer permit with export registration. The former links the vehicle, purpose, markings, VIN, tax, technical fitness and insurance; it must start no later than one week after application. Confirm dates, driver, policy and recognition in every state. FI-OFF-08, ES17, ES31

Export registration is a separate application by the owner, with an eligible category, insurance valid in Finland, the necessary inspection and a Finnish address for plates. For an unregistered or deregistered used car it lasts one to thirty days depending on the destination; that destination may shorten it, and the full route is not thereby established. FI-OFF-09, ES17, ES31

For ferry and road travel, confirm status, originals, plates, driver, dates, technical condition, insurance, recognition and boarding rules. If any evidence is missing, use professional vehicle transport and separately organise lawful presentation at ITV. FI-OFF-07, FI-OFF-08, FI-OFF-09, FI-OFF-10, ES17, ES31

The Finnish refund is requested after export, within thirty days, by the owner at that time. It requires permanent use abroad, fitness, deregistration and no more than ten years since first use; payment starts at EUR 500. It is not an automatic entitlement or an advance discount. FI-OFF-12

ITV, taxes and registration in Spain

For ITV and DGT, keep the contract or invoice, required translation, both parts, export evidence, CoC or another technical route and tax evidence. A ficha reducida does not by itself remedy missing type approval; katsastus does not become a Spanish ITV card either. ES01, ES02, ES04, ES29, ES30

Used status for VAT requires more than 6,000 km and, at the same time, more than six months since first entry into service. If either criterion is not met, examine the new-means-of-transport branch. Between private individuals, assess ITP; with a dealer, distinguish the ordinary regime, margin scheme and distance sale. Do not combine branches or decide from the advert. ES05, ES11, ES12, ES28

ITP depends on the regional or foral authority. For an ordinary passenger car in mainland Spain and the Balearic Islands, basic IEDMT bands checked on 08.09.2026, according to accepted CO2, are: ≤120 g/km, 0%; >120 and <160, 4.75%; ≥160 and <200, 9.75%; ≥200, 14.75%. They may vary by region and category; 0% is not an exemption. Forms 576, 05 and 06 are distinct, non-interchangeable branches. For a used vehicle, tax market value and the legal treatment of residual indirect taxes apply. Without inventing a coefficient, formula or deduction, the amount remains an individual calculation. ES07, ES08, ES09, ES10

IVTM depends on the municipality. Checked on 08.09.2026, DGT fee 1.1 is EUR 99.77, excluding ITV, taxes, plates and an administrative agent. Green plates require a definitive-registration application: they last sixty days and fee 1.4 checked that day is EUR 20.61, with plates and insurance separate; any extension requires the applicable conditions and is not automatic. The thirty days from the legal start of use in Spain are for applying for, not completing, definitive registration and do not authorise driving. ES02, ES07, ES15, ES16

Territories requiring another branch

The main route ends in mainland Spain or the Balearic Islands, within the Spanish VAT territory. The Canary Islands are outside that territory: with documented Union status, an entry declaration and IGIC assessment are required; this case must be distinguished from an import from a third country. Without documented Union status, do not automatically exclude customs duty. Ceuta and Melilla are outside the Union customs territory and require assessment of IPSI and the corresponding local regime. Do not transfer amounts or steps between these branches. ES06, ES19, ES20

How do I obtain registration documents without Finnish electronic identification?

Require the current Finnish owner to request and give you originals of certificate parts I and II. If the authorised person cannot use My e-Services, they must visit an inspection station offering registration services. The seller's notification without the buyer's Finnish personal identity code is also handled at a station: do not invent electronic access or accept only part I. How does a transfer permit differ from export registration?

A transfer permit is a temporary authorisation tied to the vehicle and a specific purpose, with markings and declared conditions for VIN, tax, technical fitness and insurance. Export registration arises from a separate application by the owner, requires insurance valid in Finland and depends on eligible vehicle status; for an unregistered or deregistered used vehicle, the stated validity is one to thirty days depending on destination. Neither option establishes recognition or coverage for the entire journey. FI-OFF-08, FI-OFF-09

What should I check before combining a ferry with the road journey to Spain?

Establish the exact registration status, originals, transfer permit or export registration, plates, driver, dates, technical fitness and written policy territory. Confirm recognition in every actual transit state and in Spain, as well as the ferry operator's conditions for the vehicle and boarding. If any leg is undocumented, use professional vehicle transport and separately organise lawful presentation at ITV. FI-OFF-07, FI-OFF-08, FI-OFF-09, FI-OFF-10, ES17, ES31

Is it enough for the advert to call the car used?

No. The used-vehicle VAT branch requires more than 6,000 km and more than six months since first entry into service at the same time. If either criterion is not met, examine the new-means-of-transport branch and its applicable form before registration; the advert does not replace documented dates and mileage. ES05, ES11, ES27

Can I deduct a possible Finnish car-tax refund from the price?

Do not deduct it or treat it as an automatic right of the Spanish buyer. It is requested after export, within thirty days, by the owner at that time; it requires permanent use abroad, fitness, Finnish deregistration and no more than ten years since first use. Can I book a CarAudit inspection for a car in Finland?

Before paying, ask whether CarAudit accepts the exact car and location, which parts will be accessible and whether a traction-battery check is relevant.
