Verify Car-Pass, original Belgian documents and the conditions for X registration before bringing a used car to Spain.
Before paying, link VIN, seller and car to the contract or invoice, ownership chain and both original parts of the Belgian certificate. Also decide whether the Car-Pass meets the rule for a foreign private buyer and which inspection applies: a later promise does not repair missing evidence.
Settle departure too. X registration requires an original file, specific technical requirements for X registration and temporary insurance; its Belgian duration does not guarantee the journey. If you cannot obtain written recognition and coverage for every leg, choose professional vehicle transport.
This guide is for a private individual already resident in Spain buying a used M1 passenger car registered in Belgium for personal use in mainland Spain or the Balearic Islands. Moving or changing residence, business use, historic vehicles and materially modified cars are excluded. The Canary Islands, Ceuta and Melilla follow their own branches.

Car-Pass, VIN and the seller's authority
Compare the physical VIN with the certificate, Car-Pass, contract, inspections and CoC. For this registered used vehicle sold to a foreign private individual, the seller must deliver the Car-Pass no later than conclusion of the contract, no more than two months old, and prove delivery: sign a receipt and retain the identifier. BE-OFF-01, BE-OFF-02
Exceptions are narrow: a vehicle unregistered at sale, for which the body cannot issue the document, or a sale by a private individual to an automotive professional. Do not apply them to this private purchase. Authenticate the document and cross-check readings, dates, recalls and post-accident indicators against invoices and wear. A missing field does not prove an absence of damage, repair, debt or tampering; Car-Pass does not establish title, complete maintenance or current condition either. BE-OFF-01
Verify identities, owner, seller, co-owners, authorisations and finance. Establish whether the seller is private or a dealer and whether the invoice uses the ordinary, margin or distance-sale regime. The certificate states that it does not establish ownership: it does not guarantee civil ownership, unrestricted sale or freedom from encumbrances. Two registration parts, sale and physical inspection
The Belgian certificate has one part kept in the vehicle and another at home; require both originals. If one is missing through loss or theft, the keeper must report it to the police and arrange a duplicate with the official declaration and remaining part. Do not accept an informal copy, explanation or future delivery. BE-OFF-04
Adapt documents to the actual regime. An ordinary sale lists the original invoice, certificate, stamped registration application, inspection certificate, conformity document, LPG document if relevant, used-car report, Car-Pass and service book; the stamped application lasts two months. For export, the ordinary sale inspection may be omitted only if the buyer will carry it out and the agreement is recorded on the invoice; this does not remove inspection requirements applicable to X registration. A CoC and Belgian inspection do not guarantee the Spanish ITV route. Commission a current physical inspection of bodywork, structure, mechanical systems, diagnostics, tyres and wear, recording inaccessible areas. No register or check ensures there are no hidden defects or future faults. You can book CarAudit before committing: Belgium appears in its public list, but confirm the car, access and appointment. DIV file, X registration, insurance and route
A natural person not entered in Belgium's National Register or Waiting Register, domiciled in Spain and buying the car there for export, fits the stated category for applying for X registration; issuance is not automatic. Present originals at DIV City Atrium, Brussels: insurance evidence, the last certificate or police declaration, contract or invoice, applicable inspection, identity and, where required, residence, translation and visa. Photocopies, even legalised ones, or promises to complete the file later are not accepted. BE-OFF-03
X registration usually lasts thirty calendar days and is automatically deregistered on expiry; a longer duration is limited to the specified VAT-exemption cases. For a used car under four years old that remains so when X expires, a branch without inspection exists. An older car requires periodic inspection valid through expiry or presentation at a station; the form issued there lasts two months. None of this replaces Spanish ITV. BE-OFF-03
Not all insurers offer a temporary policy; the chosen insurer supplies the application sticker. Require written vehicle, holder, driver, dates and territory. Temporary plates are not harmonised: confirm recognition and coverage with each authority and insurer along the route. Thirty days do not authorise the whole journey, and the seller's ordinary plate is not a solution for the buyer. ITV, taxes and Spanish registration
Keep the contract or invoice, both registration parts, Car-Pass, departure evidence, translations, CoC or another technical route and supporting documents. Obtain a Spanish ITV card before the DGT application. Belgian documentation does not decide type approval, physical condition or issued registration. ES01, ES02, ES04, ES29
Used status for VAT requires more than 6,000 km and, at the same time, more than six months since first entry into service. If either criterion is not met, examine new means of transport and form 309. Between private individuals, assess ITP; with a dealer, distinguish ordinary VAT, margin and distance sales. Do not combine branches. ES05, ES11, ES12, ES28
ITP depends on the regional or foral authority. For an ordinary passenger car in mainland Spain and the Balearic Islands, basic IEDMT bands checked on 08.09.2026 according to accepted CO2 are ≤120 g/km: 0%; >120 and <160: 4.75%; ≥160 and <200: 9.75%; ≥200: 14.75%. They may vary by region and category; zero is not an exemption. Forms 576, 05 and 06 are separate branches. For a used car, tax market value and legal treatment of residual indirect taxes apply; without inventing a formula, coefficient or deduction, the amount remains individual. ES07, ES08, ES09, ES10
IVTM depends on the municipality. DGT fee 1.1 checked on 08.09.2026 is EUR 99.77, excluding ITV, taxes, plates and an administrative agent. Green plates require a definitive-registration application: they last sixty days and fee 1.4 is EUR 20.61, with plates and insurance separate; any extension is conditional, not automatic. Special territories
Mainland Spain and the Balearic Islands are in the Spanish VAT territory. The Canary Islands are outside: with documented Union status they require an entry declaration and IGIC assessment, distinct from importing from a third country; without that status, do not automatically exclude customs duty. Do not add driving and vehicle transport or incompatible VAT and ITP. Unknowns require individual calculation, and an old Car-Pass price is not reused.

Must the seller give me a Car-Pass if I will register the car in Spain?
Yes, for the described sale of a used car registered in Belgium to a foreign private individual. It must be delivered no later than signing the contract, no more than two months old, and the seller proves delivery; sign a receipt. What does Car-Pass establish, and which risks does it not exclude?

Can I apply for X registration and use it throughout the journey to Spain?
A Spanish resident may qualify as a natural person domiciled outside Belgium buying there for export, but DIV decides after receiving originals, insurance and the applicable inspection. The usual duration is thirty calendar days; it does not establish recognition or coverage in every transit state or Spain. What should I do if one part of the Belgian registration certificate is missing?
Do not accept an informal copy or the seller's explanation. The certificate consists of a vehicle part and another kept at home, and you need both. If one was lost or stolen, the keeper must report it to the police and arrange the duplicate using the official declaration and remaining part before payment. BE-OFF-04
Does the inspection exception for an export sale remove the X-registration inspection?
No. The ordinary sale inspection may be omitted if the buyer will carry it out and the agreement appears on the invoice. That exception does not remove inspection requirements applicable to X registration: the car's age at expiry, valid periodic inspection or presentation at a station still determine the evidence DIV requires.
